Depends on complexity really, however hosting it in places like AppEngine and SimpleGeo could make for a very cost effective solution to building out a real and scalable API. It's a week's work at the most in my opinion, quite possibly less.

Would need some form of structural change in the processes there so the data that fed the API was the master set. Easy to do through something like Google Docs, Freebase or other such tools

About the data used for this project

Straight from their website. You'd need to make sure the data going in was a bit cleaner, repeated fields, capitalisation errors etc.
